Ideas to spark America's economy

‘Stuck in the mud. Manoeuvre at stall speed.”

In a panel discussion before a couple of hundred business executives unpunctually last month, those are the words that University of San Diego economist Ryan Ratcliff used to describe how the provincial economy is growing these days.

Although employment and business growth are on the rise, the enlargement rate is still too sluggish to make a noticeable dent in the unemployment rolls. And in the meantime, a congressional default reduction committee is trying to figure out how to clip $1.2 trillion out of the federal budget, which would no doubt slow the growth rate much further.

Why has it been so hard to find a fix for our economic mess? Below are a list of eight methods to flinch-start the economy that have occurred before or are currently being considered. But each comes with its own challenges:

1. Initiation a second stimulus package.

Goal: Use government money to create jobs.

Philosophy: Although President Barack Obama’s $750 billion stimulus plan drew much fire, most economists say it kept a bad berth from getting worse. Without it, they say, the U.S. jobless rate would likely have soared to 11 to 13 percent as a substitute for of peaking at 10 percent. (It’s now 9 percent.) Many Democrats want more stimulus spending. Reasonable last week, House Democrats introduced a $5 billion proposal to coach and hire jobless workers.

Challenge: It’s nearly impossible to imagine Congress brief more stimulus spending in the current political climate. With Republicans pushing to cut the budget, most Democrats are focusing on sparing existing programs, such as Medicare and Social Security, instead of creating new ones. If the loss reduction panel fails to produce a comprehensive budget-cutting project by Wednesday — as most pundits expect — automatic cuts could start in 2013. “That 2013 deadline means there’s still bountifulness of time to make revisions, but the prospect of severe cuts will not stimulate monetary activity,” said UC San Diego economist Ross Starr.

2. Cut taxes.

Ideal: Create jobs by giving employers more money to spend.

Rationale: In theory, tax cuts budget businesses to spend more on hiring and give consumers more money for shopping or buying homes, which would usurp create jobs.

Challenge: Cutting taxes during hard times almost never, if ever, stimulates growth. Cash-strapped taxpayers tend to pocket the prosperous or pay off their debts. Perhaps that’s one reason why, during the Great Depression, the government raised taxes, hiking the top tax regardless from 25 percent to 58 percent in 1932, to fund programs that aided or employed the jobless. Although tax cuts have resolute political appeal, business owners repeatedly say their chief problem these days isn’t taxes. It’s the need of paying customers.

3. Start another war.

Goal: Create jobs through the military.

Philosophy: World War II helped put an end to the Great Depression by drafting young men into the military and employing both men and women in weapons factories, above all in military hubs like San Diego.

Challenge: The mass mobilization in World War II was an oddity. Wars usually devastate economies. The wars in Iraq and Afghanistan — estimated at $1.3 trillion — are a big reason for the bloating of the federal budget. Currently, the United States is bothersome to pull out of the entanglements it’s already in, and the resulting cutbacks of troops and contracting dollars at the Pentagon could add to the ranks of the Facetious resting.
