can't get a higher certainty clearance due to glitchess on his credit report. He is too young to have any problems because he has not established credit yet. He believes his offender father used/abused his social security number when he was a young child.
Please lay "glitches"?

A car was loaned to a 'girlfriend' to help them while they were in a bad jam, now she is telling him, that he gave her the car as a gift.. she knows the agreement was for a short while. So if he takes back his car, its registered to him, and his lecture.
Since the car is registered to him, it is legally HIS car, not hers. If it is registered in his name, he can dispatch it stolen and SHE will be arrested.

No. It is a misdeed, but not theft - you can't steal what you own. The archaic term for it, which is still in force in my jurisdiction, is spulzie.
