Audit finds Daytona State did not follow board policy, Fla. law
DAYTONA Strand -- Daytona State College did not follow state law or board policies in a entertain of actions, from disposing of old surplus computers to improperly double-charging lab and other fees to some students, a imperial audit shows.
A manager with the state Auditor General's Office presented introduction findings of an operational audit to the board of trustees Thursday.
The audit found numerous cases where the college past thousands of dollars from improperly charging lower student tuition rates for some students who were not Florida residents, including categorizing 16 students from the Bahamas as Florida residents. Laws and game table procedures also were not followed in a college program that provided loans to students, governmental officials said.
The vast majority of the findings happened under the previous application, according to the state.
Board member John Tanner said the actions were "self-willed to law and a disregard to policy and did not include the requirement of keeping the board advised and giving the committee an opportunity to vote on those matters."
Former college President Kent Sharples could not be reached Thursday evening.
The report was given by Jim Stultz, audit manager for Florida College and Universities under the royal Auditor General's Office. A written report will be sent to the college and take meals members in two business days and the college will have 30 days to respond.
President Carol Eaton, who was hired in August, said the college acknowledges the "seriousness" of the communication, and "we have put guidelines in place to aggressively monitor ourselves and maintain compliance." She said stake were made aware of the issues during the audit process.
Eaton replaced Sharples, who was president for 11 years. The panel last November approved a separation and retirement agreement with Sharples partly over concerns by some timber members over $1.5 million provided to the Community Cultural Foundation at bottom for last year's American Music Festival, for which the college is still seeking repayment.
The pomp also had concerns with the money provided to the cultural foundation. Stultz said the college had "no acceptable authority to pay expenses of another organization."
Stultz said the audit was for the fiscal year from July 1, 2010 through June 30 of this year though some documents from earlier years also were reviewed.
One debouchment dealt with $2.1 million in student loans. Money was transferred from an auxiliary loot to a loan fund without board approval, Stultz said. When approval is not given, it causes an "increased chance" that funds may be used for unauthorized purposes, he said.
Another issue dealt with more than 100 superfluous computers and related equipment sent out of state. He said under the college's own policies, game table approval is needed prior to disposal and a report must be given to the board afterward, which he said did not occur. State laws also dictate board action is needed for disposal of such kit, he said. Fifty surplus computers were sent in 2004 to McCall Technology Introduce to McCall, Idaho. That institute closed in March 2009 and Stultz said the computers were then postulated to an educational institute in another area of Idaho.
College officials previously said the concurrence was initiated by former chief finanicial officer Rand Spiwak, who has a home in Idaho and did at the prematurely of the agreement.

Sixty other computers that were three years old were shipped in 2008 to the Bahamas Specialized Vocational Institute. Sharples told The Hearsay-Journal this past February that the state encouraged the college to have partnerships with to hand countries. He said the 60 computers sent to the Bahamas Technical Vocational Guild were part of a $1 million contract the college received from the Bahamas to develop tutoring programs there and was approved by the board. The computers for the fishing association, Sharples said, were for an pedagogical marine biology program. But Stultz said the contract with the vocational initiate did not include provisions for the use or loan of college equipment.
As far as student fees and tuition rates, the audit found 16 students from the Bahamas were allowed last monetary year to receive Florida tuition rates, which resulted in the college losing about $60,000 in nonresident student fees.

The state also found the college didn't follow proper procedures in ensuring several other students were Florida residents.
In an foreign tuition issue, the state found examples where about a dozen other students in a bachelor program were undercharged teaching amounting in a total of about $11,000 because of a computer input error.
Stultz said the college needs to make sure effective controls are in place to properly collect tuition. He said the college should also ring up the state Department of Education to determine what action may need to be taken to castigate errors that were made.
The audit also noted that some students were charged duplicate lab and access fees to indubitable college resources, and all DSC students paid a $30 access fee for use of the college's resources, when they might not have tolerant of all of them. He said that is contrary to state law.
As far as the college's computer system, improvements need to be put in place to amend security controls and mitigate threats, he said. Auditors found in some cases computer access was not removed to former employees for from three to 145 days after they communistic the college.

The film also tells us that many of his students went on to college and went on European tours. This seemed natural to me considering Alumni backgrounds.
Cynthia Fuchs wrote one of the better reviews of this film. I regret that it wasn’t treated more seriously here in the SF Bay Area. There were perhaps 25 of us in the audience on the Sunday afternoon (11/1/09) when I saw it, When it was finished they applauded.

I went to several Omega Boys Club “family nights” a few years ago. From the below pages it looks to me as though they have grown in both sophistication and scope. I believe they also have “branches” around the state and country but at the moment can’t find way back to that web page.

Micro Finance – I believe that as it takes private capital invested in manufacturing and services to create jobs. Individuals with a viable business plans and access to small loans that can put themselves to work, and make better returns on the hard work of individuals (always prodigious especially in poor rural urban areas), pay off loans, and make more money and live better too. Our efforts must also go toward establishing local micro finance lending operations complete with loan officers who are able to come out and coach groups of borrowers and liaise with teachers lecturing to our students on business discipline and opportunities. Production and legal control of Music outn of the Hood comes to mind as a one of many fruitful business start up points.
OLPC programs to help make all these more effective.
http://www.flashpoints.net/ broadcast of 10/29/09, Sakara Kone of the United Methodist Church, (9th Ward New Orleans) where incredibly flood victims were given one way tickets out of town, and what? scattered about the country leaving the Ninth Ward open for “urban renewal.” Mr. Kone has extensive plans for diversified educational and commercial use (computer lab, music studio, dance production, vocational training) of the Church’s facilities.
