Renewed grant for colleges a boost

WORCESTER - It was a challenging fall for the colleges of Worcester Consortium, but the staff organization had big smiles on their faces yesterday as they and U.S. Rep. James P. McGovern, D-Worcester, said the leadership of the federal government renewed three grants totaling nearly $ 18.9 million over seven years.

"They are certainly economic development and jobs," said McGovern grants, noting that people are trained haul more employable.

The consortium has received:

• $ 5.375 more than five years from the U.S.Department of knowledge for the Educational Opportunity Center Consortium, a federal program that helps guide TRIO mainly low-income, first generation of adults in higher education;

• $ 1.625 million over five years to search for Bent for Education, a program of the consortium works in Worcester, New Bedford and Springfield in the name and to help students from disadvantaged backgrounds to succeed in higher education, and

• $ 11,878,000 over seven years in partnership with the Ministry of the voice of higher education to raise awareness of statewide early and win the good will for undergraduate programs.The program serves students in middle and high school and tries to raise awareness and college preparation.

Each level was about-financed, said Mark P. Bilotta, CEO of the consortium. Each grant operates on a different cycle, but this year they all ended on August 31. The grants were more competitive this year, and there was a gap in the results were announced. The consortium, which has an annual budget of $ 4 million, was the level of redundancy plans in case the money did not come through, Mr. Bilotta said. Guilford works to counter strain of struggling economy

The declining curtness reduced the value of schools' investments. The budgets of bigger colleges rely more on their endowments than does Guilford.

"As Guilford is more guidance dependent than endowment dependent, we were less severely beaten by this than the Dukes, Harvards, Yales, etc.," said Williams.

Although Guilford maintains monetary stability, the federal government is cutting funding for the Pell Grant program, which is disputed because Pell Grants are the primary source of financial aid for many students.

Along with federal aid cutbacks, next year Guilford's in-asseverate aid will decrease as well.

"It's been announced that the money we receive from the state for our North Carolinian students is prosperous to be reduced by 12.3 percent," said Greg Bursavich, chief pecuniary officer and vice president for finance. "We haven't seen the actual dollar smashing yet because they're going to do it in the spring semester ... To this college, that means about $555,000."

Many CCE students in particular have already felt the effects of both the decreasing federal and in-status aid. According to Rita Serotkin, associate vice president and dean for Continuing Drilling, a few years ago, CCE students could get aid that would cover the cost of three classes and the required books.

"Now the North Carolina Legislative Schooling Grant is smaller and they may not be eligible in the future," said Serotkin. "Our tuition has gone up to the import where the full Pell (Grant) doesn't even cover the cost of two courses."

Tuition affordability is proving to be even more hard for adult students because of the current high unemployment rate.

"More CCE students are unemployed or working part-time than in former years ... There are more adult students now taking classes during the day and that's because a lot of them aren't working," said Serotkin.

Those who do have jobs can no longer rely as much on receiving guidance benefits from their employers.

"Many employers that used to reimburse their employees for going back to coterie no longer do, and many of them have started specific requirements," said Serotkin. "For example, (employers) will only quantify the (courses) that specifically apply to their jobs or that they get a C-grade or better in."

Some traditional students are also frustrated with the effects of a lagging saving. Junior Leia Gaskin-Sadiku has incurred significant debt since coming to Guilford.

"I have multiple loans that I had to take out and the interest on these loans keeps increasing with pass," said Gaskin-Sadiku. "It's a huge weight on my shoulders to think about how much filthy lucre I owe."

Guilford is doing everything possible to manage its budget so that students like Gaskin-Sadiku have fewer loans to take out.

"We are planning, if it's obligatory, to provide that financial aid to the students out of our own budget since it's going away from the external sources," said Bursavich. "We're changed to do what we have to in order to maintain our enrollment, and if we need to spend extra dollars portion students with their tuition, then that's why it's in the budget — to provide for that."

Just like Guilford, educators are stilted to respond with innovations to the tough financial times.

"I always tell my students, ‘when you're in the classroom, you personage out a way,'" said David Hildreth, associate professor of education studies. "It's challenged people to be more mindful of what they do and more inventive in how they get it done."

However, the students’ loans really differ among the three privileges. Students’ loan is the sum of money being borrowed by the student to finance his schooling with the agreement to repay it after some time with the corresponding interests.

The awarding of grants may come in general categories, or it may also be awarded to students who are pursuing a specialized degree program, like mathematics or business, or to various degree levels, such as Bachelors, Associate, Doctoral or Masters.

Also, grants may come originally from different sources: college and university, public and private organization, and federal state.

Since grants are specially meant for the financially unprivileged, certain grants exist for the deprived, underrepresented minorities and students. There are also some cases wherein the grant money is exchanged for professional service after the graduation. This is common to those taking up health care professions. The main purpose of this is to keep trained professionals in medically underserved regions.

Grants are particularly taken up by the adult students to return to college or to college programs that will direct them in reentering the place of work.

This is usual since college does not anymore require for the traditional age, specifically between 18 to 24 years of age. Americans nowadays are becoming more and more practical in considering several chances to receive a degree. And this modern perception has driven adult students to flock into colleges without the fear of public scrutiny unlike before.

Some people can apply for something called a Career Development Loan which helps pay for certain vocational programs. This type of support does require that you pay it back but allows you to borrow between £300 and £8,000 interest free whilst you are studying.
